Vector Signed Dot Product and Add

The signed integer elements in vector b (sixteen signed 8-bit integer numbers) are multiplied by signed integer elements in vector c (sixteen signed 8-bit integer numbers) producing a result twice the size of the input operands. The multiplication results of adjacent odd/even elements are added to the vector a (eight signed 16-bit integer numbers).
